Is there a chart ruler function for MC? I suspect not, so if there isn't how do we vote for one?

Using a trend line drawing in snap mode you can get the time elapsed, price difference and bar count values shown on your chart.

There is also a retracement calculator drawing tool (if that would be a doable workaround for your) and Madmax68 has made a script here that works as a percent ruler with the PowerLanguage keywords for mouse clicks.
