If you almost never move an arrow on a chart after you have placed it then read no farther. If you move vertical lines you might also be interested in this idea.

so it would not cause any complaints from users who never use it and it would be much more useful (without any downside) for those who move arrows at least once a day on the chart. If you move arrows you will almost certainly want this revised feature which now uses the CTRL key to make the cross hair visible while you move the arrow and snaps the arrow center to the cross hair for accurate lineup against any sub chart.
It could maybe be used for moving vertical lines too (or maybe even forcing them to perfectly vertical as well as snapping them to the cross hair).
