Locking charts.

Two items to consider for future MC releases.

I think it would be handy to be able to shut off the menu Alt+w functions that can screw up trader chart positions if one accidently makes a key stroke error.

It would also be handy to lock the charts to the outside area of the work spaces but so they can position them inword toward the center of the chart. For example I just change the 60 minute chart to be a bit wider and the 15 minute bar chart to be a bit narrower to make room for it. This is a special adjustment just for the current situation. However both could still be locked on the outside areas against the workspace area.
