IB Data Problem and Range Bars

Could you please let me know what is happening with the resolution of these two issues:

1. When will we be able to update IB data instead of re-downloading it?
2. Will Range Bars be fixed?

Some idea of timeframes would help.

Actually there are 2 bugs with IB. Downloading data thats already in the cache and downloading 1 quote at a time.
