This must be the IB API issue, we have reported to them earlier. Here is their response:
According to our records it seems with the latest Build of TWS (Build 939) there was a change with the historicalData( ) call back in which it will return in the Exchange Time Zone as oppose to Computer Time Zone. This has been escalated to Development for further review. As per development this was an intentional change designed to resolve an issue but has since reverted back to Computer Time Zone with the next update to TWS.

Note: The next update of TWS Build 939 will contain the change back to Computer Time Zone.

In the meantime customers who would like to revert back to Computer Time Zone can run the Browser Based Beta Production Version (936.9), Browser Based Beta Version (940.1) or the Standalone Production Version of TWS (Build 936.9).
