scrolling a chart

Why when we press Tab key and then press left mouse on the chart we're able to move it to the left or right (love this) but if we want to move it up or down we need to move the mouse to the price scale? Why?

Why can't we also move it up and down with the mouse on the chart?

Always found this a bit annoying.



I know, the Drag Background tool does allow free movement of the chart but I'd like to know if there's any specific reason for it to work like that.
