Is it possible to represent the Short Interest in the chart with? in number
and as a chart

It is possible to plot a graph by a custom indicator using I_OpenInt keyword in the code. Please note it shows all open interest, not only for short.

Can that short interest from a page (www. ........) cut and put into a chart?

Technically yes, if you somehow can receive updating it into Excel or text file, you could be reading by a code (external 3rd-party .dll would be needed) and plotting it on chart or take into account in your strategy logic.
