Description

When you have multiple workspaces open,
allow the new workspace to open after the active workspace
instead of only at the end(right).
Example:
There are five workspaces open.
You want the new worspace to be #2
so you click on the #1 workspace, then open a workspace
and it becomes the new #2 workspace shifting all the workspaces
to the right of it 1 space to the right.

Steps to reproduce this issue

Open a workspace and it can only open in the right most location.

You are able to move workspaces now.
