access to holiday schedules in PL or C# scripts

Description

I would like to propose access to the holiday schedule from PL or C# scripts.
For a given chart, we can already get the symbol and the exchange. Given the code of the exchange, say "CME", and a date, I am looking for a new function (boolean) in order to test whether that date is a holiday, according to the holiday lists specified in QuoteManager. Perhaps even get the name of the holiday ("Boxing Day") as a string.
A related question concerns some special dates, for example Christmas Eve or New Year's Eve, on which some exchanges have special, shorter, session hours.
Develop a consistent way of dealing with such dates and give us access to the relevant data structure from PL and from C# scripts.
