Add the ability to lock the size of chart windows

Description

There are cases were you want all chart windows to arrange automatically, but for a few windows for which the size should not change, for example scanner window. This option would prevent any change in window length and hight, even when charts are re-arranged.

Steps to reproduce this issue

Add a lock window size button in the frame of a chart window.
