Allow ability to create user developed tools within MC and expose more low level objects

Other platforms have moved towards a more sandbox approach where the users can now build their own tools while the application handles all the low level objects (for example, look at trading apps in tradestation and the new ninjatrader 8 feature list).  For example, if I wanted to create my own neural network application within MC. To allow for this MC needs to expose some of the following: hooks into the main application to launch the tool, optimization engine, etc. Many of the objects are already exposed for data, positions, etc. Additionally the fact that MC.net is already using .net it should be better positioned for this than other platforms.
