Connection problem when MC is offline

Description

If you start the MC offline, the message is displayed:
"Unable to connect to TWS or unable to verify the connection.; Make sure that the TWS software is running..."
Since I'm offline, I would not need to restart IB TWS.

Steps to reproduce this issue

Start MC offline
