Select inserting text will sometime be in the property instead of the insert Text

Description

When selecting insert Text from the toolbar the open window will be set to the last task done.
If the last operation was to work on the Properties, the next time that the Insert Text will be select, the properties will be select
I propose that the Insert Text tab should be always set by default

Steps to reproduce this issue

Select Insert Text
Select Properties
Close the Format Text
Re select Insert Text
By default, now it will be the properties of yhe text instead of the Insert Text
