Colored Opaque (Non-Transparent) Hint (Tool Tip)

Description

It would be great to have a colored hint (tool tip) that wasn't transparent. This is easily accomplished by using the same hint code as the transparent hint but with the transparency set to 0%. I recommend making this an option because it is far easier to find the values when they are colored, and it is far easier to read the values when there are not lines and the like showing through them.
Notice in the picture I attached that I already have this functionality due to a DLL I made. Contact me if you're interested in it.

Steps to reproduce this issue

With the hint option set to transparent, on a chart, click and hold to bring up the hint in several places.  Notice that it is hard to read with lines and such showing through it.  Also notice that it is much easier to locate the desired value with the hint showing colors than it is with the hint set to non-transparent mode.
