Text/Arrows optionally completely excluded from snap mode

Description

Have the option to have a tool excluded from snap mode. For example Text and arrows could be removed from the effects of snap mode completely. Or maybe the user would choose to have text only could be removed. In my case I would want text and arrows both removed from the effects of snap mode.
