Historical Up Volume, Down Volume on Minute and Hourly Bars

Description

Up Volume and Down Volume are reported separately in real time, but not
historically, if you exit MultiCharts or reload the chart or move to a different time frame.
Get Data vendors to store as history so that indicators based on the up volume, down volume
are correct.

Steps to reproduce this issue

Look at up volume down volume in data window for a chart that has been up for
a while.  Notice both up and down volume.  Reload chard and see that all the volume is shown
as up volume.

Per esignal tech support, Up Volume/ Down Volume is not sent out by esignal,
nor is it sent out by the exchange.
Therefore it must be calculated by MC and needs to be saved in a history file to be accessed when MC is opened.
