Returns the fractional portion of a double-precision decimal DateTime value corresponding to the specified time, including seconds. The time is specified in the 24-hour HHmmss format, where 130000 = 1:00:00 PM.
The integer portion of the DateTime value indicates the number of days that have elapsed since January 1stDecember 30th, 19001899, and the fractional portion of the DateTime value indicates the fraction of the day that has passed since midnight.
