Millisecond timestamps are available only for tick-based resolutions.

You can't; `Bars.Time[0]` returns the closing time of the bar (source). Vote for this feature request if you'd like to see that changed.It seemes, that this is not working with 1 Min chart.

Real-time data can have milliseconds retrieved with `Bars.StatusLine.Time`.
