From my understanding:
`TimeOutMS` is used to check whether the market position differs from the chart compared to the broker: when there's a mismatch for long than the specified number of seconds, then the signal places an order to correct that.
`LatencyMS` is used as an additional filter to correct for the time that it generally takes to submit an order from the MultiCharts charts and the broker filling that position. This way the synchronizer don't ends up submitting several orders before these had the time to be filled at the broker.
