MultiCharts.NET 64-bit Window Docking Issue

Description

This issue is specific to MultiCharts.NET 64-bit Power Language Editor.
In MC.NET 32-bit, tabs can be snapped out and docked to other placed in the window. For example you can drag the Output window and dock it to the top or left and while dragging the tab, a docking guide appears in the middle of the screen (see attached picture).
This feature does not work in the 64-bit version of MultiCharts.NET PowerLanguage Editor.

Steps to reproduce this issue

In MultiCharts.NET64 PowerLanguage Editor try to change the layout by repositioning any tab (Help, Error, Output, Source, etc) in the window. It may pop-out but cannot dock to different panels like it works in MC.NET 32-bit PL Editor.
