Importa ASCII data format in custom time zone

Description

I'd like to have an option during import data in ASCII format which permits me to select a custom time zone and not only "Local" or "GMT" or "exchange".
I ask this option because sometimes there are some datafeeds which permit exporting data in ascii format, but without defining a specific time zone or time setting. 
Usually GMT differs from UTC during the year or sometimes, data are avaliable at different time settings then GMT, or Exchange or Local, so I can't import that kind of data because they will modify all my database if imported.
It would be very nice if I could choose to import ASCII data even if they are different from GMT or Local or Exchange (for example UTC which is now different from GMT) simply adding or subtracting 1 or more hours from the original time setting of the original ASCII data file.
A custom Time zone would be very useful.

Maybe option for show time GMT on chart on LineChart can be good.
This can be usseful when we have imported data feed
